Industrial economic theory and agricultural ecological management theory are the basic theoretical support of rural biomass energy industry development, food security theory is the constraint theory of industrial development, and sustainable development is the ultimate goal of rural biomass energy industry development. Construct the theoretical framework diagram of rural biomass energy industry development as shown in Fig. 2.

The rural integration of three industries, put forward under the background of resource and environmental constraints, can effectively solve the issues of rural industrial development and social decay, providing internal development power and external good environment for the development of eco-industrial chain [12]. In this paper, a theoretical analysis framework for resilience governance of RBEEIC has been constructed based on integration of three industries (see Fig. 3). According to different directions of integration of three industries, there are five resilience governance models of RBEEIC, i.e., internal reorganization, vertical extension, horizontal extension, composite extension, as well as technology penetration integration models, which are introduced respectively as follows.
